Duplicate Order Prevention

We fixed an issue that was introduced in the 11.13.3 release in which some orders may have been wrongly blocked as duplicates. When a customer tried to checkout, but received an error for invalid credit card information, on their next attempt to checkout our system might block them, thinking it was a duplicate. This is now resolved.
